Short answer
Conversion is worth assessing when the existing structure is sound, the site services can carry the added electrical and water load, and the downtime fits your placement calendar. Where the structure is at the end of its life or the geometry is wrong for tunnel ventilation, new closed houses are often cheaper per bird place than forcing a retrofit.

Downtime is part of the price
A conversion takes a house out of production. Multiply the lost cycles by your own margin per cycle and add it to the CAPEX before comparing routes — staged modernization often wins on this line even when it loses on unit cost.
