Buyer brief
A regional broiler producer wants four new tunnel-ventilated houses, 100,000 birds per cycle, in a hot-climate inland site with an unreliable grid. The first version of the enquiry was a single paragraph: "price for a 100,000 bird broiler farm". That version cannot be quoted — nothing in it fixes house dimensions, density, climate design values or scope boundaries.
Week 1
Numbers before suppliers
Capacity, stocking density, ventilation airflow and feed volumes were derived from the calculators first, so every field in the RFQ carried a number rather than an intention. House geometry followed the density decision; fan and cooling capacity followed the design ambient temperature; silo sizing followed the feed figures.
Week 2
Written RFQ issued
One document, issued unchanged to every shortlisted supplier: bird type and cycle plan, house count and dimensions, density, climate design values, required systems (feeding, drinking, ventilation, cooling, heating, controller, biosecurity, standby power), explicit exclusions (civil works, site electrical reticulation), two Incoterms, timeline and a budget band.
Weeks 3–5
Supplier responses
Three suppliers responded with engineered proposals. Because they priced the same written scope, the differences that appeared were real differences — equipment tier, fan efficiency, erection responsibility, warranty length and spare-parts lead time — rather than artefacts of three different interpretations of the project.
Week 6
Normalisation
Quotes were rebuilt into one table on identical terms: same Incoterm, same inclusion of erection and commissioning, same spare-parts package, same currency and validity. Two of the three proposals moved materially once freight, erection and the missing standby-power line were added back.
Weeks 7–8
Award decision
The lowest headline price was not the lowest installed cost. The award went to the proposal with the best combination of total installed cost, ventilation energy per bird and documented service presence in the region — a decision that was only visible after normalisation.

- A one-line enquiry produces a price list; a written scope produces an engineered proposal.
- Exclusions decide the comparison. Freight, erection and standby power are where headline prices diverge.
- Ask for two Incoterms so landed cost is comparable without renegotiating the quote.
- Density, airflow and feed volumes belong in the RFQ, not in a later clarification round.

Incomplete briefs typically add several weeks of back-and-forth before any comparable quote exists.
Why normalise quotes instead of comparing them directly?
