Philippines poultry import guide: trade evidence, permits and border steps

The Philippines reported USD 465.6 million of poultry-meat imports in 2024 (HS 0207, 478,910 t), mostly from Brazil and the United States. Commercial meat and egg imports need a Sanitary and Phytosanitary Import Clearance (SPSIC) from the Bureau of Animal Industry before importation, valid for one shipment, applied for by a licensed importer.

Checked . Trade figures are 2025 and 2024 UN Comtrade data published by World Bank WITS, by product code; 2025 reporting is still incomplete. They are historical evidence only — not proof that any origin or plant is eligible today, has stock, or will quote.

  • In May 2025 the Department of Agriculture banned birds and bird products from all of Brazil (Memorandum Order No. 25, s. 2025) after an H5N1 case. Whether that order has since been lifted or changed was not verified — check the DA's current memorandum orders before planning Brazilian origin.
  • Separate importer-accreditation and foreign-plant accreditation rules (National Meat Inspection Service) could not be read for this check.

How each product lane and code is defined

Official import authority, permit and certificate sources

Eligibility is specific to the commodity, origin country and region, establishment and current disease status, and it changes. Check the current official list for the exact consignment. How rules differ for live birds, hatching eggs, eggs, meat and machinery.

Border entry steps

  1. The licensed importer applies to the Bureau of Animal Industry for an SPS Import Clearance for the exact product and origin before importation; each clearance covers one shipment and carries a ship-out-by date.
  2. The origin veterinary certificate must meet the clearance conditions; the consignment is inspected on arrival.

Buyer checklist and product specification

  • Name the exact product: species, cut or form, chilled or frozen, packing, labelling language and shelf life required on arrival.
  • State the volume per shipment and per year, delivery window and Incoterm, and the total programme or lot value (USD 250,000 or more).
  • Confirm who is the licensed importer of record and who holds the import permit or registration.
  • Ask every offering plant to show it is on the destination's current establishment list for that product — before price is discussed.
  • Confirm the origin is not under a current DA import ban for poultry from that country or state, and that the shipment date fits the clearance's ship-out-by date.

Cold-chain and live-animal handling

  • Frozen product is commonly shipped at −18 °C or colder by reefer container; keep temperature records for arrival inspection.
