Ukrainian poultry meat and eggs into the EU: what the 2025 quota revision confirms and what is still unverified

This is a research opportunity, not a confirmed trade route. On 13 October 2025 the Council of the EU adopted the EU position on revised tariff treatment for Ukrainian agri-food products, conditional on Ukraine's gradual alignment with EU production standards on animal welfare, pesticides and veterinary medicines. Ukraine's parliament reported that the poultry-meat quota rose from 90,000 to 120,000 tonnes and the egg quota from 6,000 to 18,000 tonnes. The final legal text, quota order numbers and Ukraine's current EU veterinary listing for each product were not verified, so HatchMatch does not treat any Ukrainian poultry or egg product as admissible to the EU on the basis of this page.

What official sources confirm

  • Council of the EU, 13 October 2025: the Council adopted a decision on the position the EU takes in the EU–Ukraine Association Committee on reducing or eliminating customs duties for several agri-food products. Access is contingent on Ukraine's gradual alignment with EU production standards on animal welfare, pesticides and veterinary medicines.
  • Verkhovna Rada of Ukraine, 30 October 2025: reports changes to the tariff schedules under Decision No. 3/2025, with the egg quota up from 6 to 18 thousand tonnes and the poultry-meat quota up from 90 to 120 thousand tonnes (compared with 2021).
  • European Commission: EU entry conditions for animal products are checked separately — veterinary border control, authorised non-EU establishments and the EU regionalisation policy.

Detail from the Council draft (not verified as final law)

Because the egg total is split between two baskets with different units and codes, 18,000 tonnes should not be read as 18,000 tonnes of interchangeable egg products.

What this means for buyers

  • Treat the revised quotas as a reason to research the route, not as permission to import.
  • A brief for Ukrainian poultry or eggs into the EU is held for regulatory review until the checks above are confirmed for the exact product.
  • For a route with dated official evidence today, see the Ukraine → UK tariff-preference guide or the Brazil → Great Britain guide.

Buyer questions

Did the EU increase quotas for Ukrainian poultry and eggs?
Ukraine's parliament reported on 30 October 2025 that the poultry-meat quota rose from 90,000 to 120,000 tonnes and the egg quota from 6,000 to 18,000 tonnes under Decision No. 3/2025. The final EU legal text was not verified for this page.
Can Ukrainian chicken or eggs be imported into the EU now?
Not on the basis of this page. A tariff quota does not authorise entry: Ukraine's veterinary listing for the product, each plant's EU authorisation and current regionalisation must be confirmed first.
What conditions did the EU attach to the new quotas?
The Council made access contingent on Ukraine's gradual alignment with EU production standards on animal welfare, pesticides and veterinary medicines; a Council draft sets 31 December 2028 for that alignment.
Will HatchMatch accept a Ukraine → EU poultry brief?
A brief can be submitted, but it is held for regulatory review and no supplier is approached until the route checks are confirmed for the exact product.
