Short answer
Work backwards from placements: birds per cycle × placements per week gives the chicks per week the farm needs, and that number — with hatchability and a supply buffer — determines the setter and hatcher capacity required. If the gap cannot be bought from a third-party hatchery reliably, it becomes a hatchery project.

The chick requirement is a schedule, not a total
A hatchery is sized by the weekly rhythm of placements, not by an annual number. Uneven placement schedules need more machine capacity than the annual average suggests, which is why the placement calendar belongs in the RFQ.
Buy, expand or build
Three routes are normally priced: contract more chicks from third parties, expand an existing hatchery, or build a new one. Reliability of third-party supply at the volume and week you need it is usually the deciding factor.
Breeder capacity sits behind the hatchery
A hatchery expansion without hatching-egg supply just moves the bottleneck. Check breeder flock capacity, or the egg supply contract, at the same time.
