<p><strong>Intergovernmental Authority on Development (IGAD)</strong><strong>-Djibouti</strong><br /><strong>Request for Expression of Interest</strong><br /><strong>(Consulting Services &ndash; Individual Consultant Selection)</strong></p><p><strong>Name of project:&nbsp;</strong><strong>FOOD SYSTEMS RESILIENCE PROGRAM FOR EASTERN AND SOUTHERN AFRICA</strong><br /><strong>Project No.: (P178566)</strong><br /><strong>&nbsp;Grant No: IDA-E 082</strong></p><p><strong>Assignment Title: Consultant to Enhance the Existing GWIS and Implement a Food Security Information System (FSIS) within water.igad.int under the Horn of Africa Groundwater for Resilience (HoA GW4R) Program</strong></p><p><strong>Contract No.:&nbsp;</strong>DJ-IGAD-560734-CS-INDV</p><p>The Intergovernmental Authority on Development (IGAD) has received additional financing from International Development Agency (IDA) the Food systems resilience program for Eastern and Southern Africa Phase 1 to scale-up Digital Agro-Climate Advisory Services and intends to apply part of the proceeds of this Grant to payments under this contract:&nbsp;<strong>Consultant to Enhance the Existing GWIS and Implement a Food Security Information System (FSIS) within water.igad.int under the Horn of Africa Groundwater for Resilience (HoA GW4R) Program</strong><strong>.</strong></p><p><strong>The objective of the assignment:</strong></p><p>The overall objective of this consultancy is to Enhance the performance and functionality of the existing GWIS at water.igad.int and implement a comprehensive Food Security Information System (FSIS) as an integrated component within the existing GWIS platform</p><p><strong>The specific objectives of the assignment are</strong><strong>:</strong></p><p>The specific objectives are to:</p><ul><li>Conduct a thorough assessment of the existing GWIS at water.igad.int and identify performance optimization opportunities</li><li>Enhance the current database structure to accommodate agricultural and food security data</li><li>Implement the FSIS functionality within the existing GWIS platform, ensuring seamless integration</li><li>Design and develop additional GIS capabilities specific to food security monitoring</li><li>Ensure interoperability with other relevant systems, particularly ICPAC Drought Watch &amp; Agricultural Watch</li><li>Develop user manuals and technical documentation for the enhanced system</li><li>Facilitate capacity-building workshops and training sessions for IGAD staff</li><li>Provide technical support and maintenance during the implementation phase</li><li>Develop a monitoring and evaluation framework to assess the effectiveness of the integrated system</li><li>Support other FSRP initiatives/activities implemented as required.</li></ul><ol><li><strong>Minimum Consultant&rsquo;s qualifications and experience requirements</strong><ol><li>Advanced degree in Computer Science, Information Technology, Software Engineering, GIS, Data Science, Information Systems or related discipline.</li></ol></li></ol><ol><li>Minimum 10 years of professional experience in the design and implementation of Information Systems, GIS-enabled platforms, database management systems, web applications and system integration.</li><li>Experience in PostgreSQL/PostGIS, Linux Server Administration, GIS, Web Development, API Integration, Database Design, Capacity Building and Technical Documentation.</li><li>Strong communication and facilitation skills, with experience in conducting capacity-building workshops and trainings.</li><li>GIS skills applied to spatial data analysis.</li><li>Fluency in English, with knowledge of other regional languages considered an asset.</li><li>The Consulting Services Contract is expected to be for a period of Twelves (12) calendar months from the date of commencement.</li><li>The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services.
