The Royal Government of Bhutan has received financing from the World Bank toward the cost of Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) &ndash; Bhutan Project and intends to apply part of the proceeds toward payments under the contract for <strong>Design, Development, Supply, Installation, Deployment and Implementation of Bhutan National Single Window System.</strong></p><p>2. The GovTech Agency, Royal Government of Bhutan intends to initially select Applicants for<strong> </strong>ACCESS/GovTech/GD-9: Design, Development, Supply, Installation, Deployment and Implementation of Bhutan National Single Window System. The Bhutan National Single Window (NSW) is a digital platform to streamline and automate trade-related processes by integrating existing certificate, license, and permit issuing services from multiple government agencies into a single, end-to-end online service. By enabling businesses and traders to submit required documents and information through a unified portal, the NSW will improve inter-agency coordination and facilitate cross-border trade. The system is being developed with a focus on interoperability, integration with Bhutan&rsquo;s national digital identification system, and robust data protection. It is expected that the Request for Proposals will be made available in August, 2026.</p><p>3. Initial Selection will be conducted through the procedures as specified in the World Bank&rsquo;s Procurement Regulations for Borrowers - Procurement in Investment Projects Financing w.e.f. July 2023<em> </em>(&ldquo;Procurement Regulations&rdquo;), and is open to all eligible Applicants as defined in the Procurement Regulations.</p><p>4. Interested eligible applicants may obtain further information from the GovTech Agency at the address below <strong>during</strong> <strong>office hours between 09:00 and 17:00 (GMT+6). </strong>Applicants may request a complete set of Initial Selection documents in English by sending an email to <strong>mailto:jamyangdema@tech.gov.bt<em> </em></strong>and<strong> copy to pm_bnsw@tech.gov.bt. </strong>The documents will be sent by email to all interested applicants free of cost.
