The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services.</p><p>2. The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are:</p><ul><li>The consulting firm should have at least 5 years of institutional experience providing consulting services in the following areas: public health policy and regulatory reform; or antimicrobial use and stewardship, or veterinary/animal health regulatory reform; Experience working with the MOHSPP or CFS is mandatory. This experience must be supported by documentary evidence, such as copies of contracts or positive client feedback;</li><li>The consulting firm should demonstrate the capacity to effectively engage with national stakeholders and operate within the local institutional and regulatory context;</li><li>Prior experience with World Bank-financed projects or projects financed by other international financial institutions is an advantage.</li></ul><p>4. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.</p><p>5. The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services.</p><p>6.
