<p><strong>Request for Proposal</strong></p><p>Purchaser<strong>: Ministry of Water Resource and Sanitation</strong></p><p>Project<strong>: Sierra Leone Water Security and WASH ACCESS Improvement Project</strong></p><p>Contract title<strong>: The Development</strong><strong> and Implementation of an Integrated Knowledge Management System (KMS) for the Water, Sanitation and Hygiene (WASH) Sector in Sierra Leone</strong></p><p>Country<strong>: Sierra Leone </strong></p><p>Grant No.: <strong>P507588</strong></p><p>RFP No:<strong> SL-MWRS-545338-NC-RFP</strong></p><p>Issued on:<strong> </strong><strong>29TH July, 2026</strong></p><p>1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Ministry of Water Resource and Sanitation <em>has</em> received<em> </em>financing from the World Bank toward the cost of the Sierra Leone Water Security and WASH ACCESS Improvement Project, and intends to apply part of the proceeds toward payments under the contract for <strong>The Development</strong><strong> and Implementation of an</strong> <strong>Integrated Knowledge Management System (KMS) for the Water, <em>Sanitation and Hygiene (WASH) Sector in Sierra </em>Leone,</strong> For this contract, the Borrower shall process the payments using the Special Account&nbsp; Payment disbursement method, as defined in the World Bank&rsquo;s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.</p><p>2. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The <strong>Ministry of Water Resource and Sanitation</strong> now invites sealed Proposals from eligible Proposers for <strong>The Development</strong><strong> and Implementation of an</strong> <strong>Integrated Knowledge Management System (KMS) for the Water, <em>Sanitation and Hygiene (WASH) Sector in Sierra </em>Leone</strong>.</p><p>3. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank&rsquo;s &ldquo;Procurement Regulations for IPF Borrowers&rdquo; February 2025 and September 2025 (&ldquo;Procurement Regulations&rdquo;), and is open to all eligible Proposers as defined in the Procurement Regulations.</p><p>4. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60%. This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations and for Bid cost: 40%.</p><p>5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Interested eligible Proposers may obtain further information from The WASHIT Project Implementation Unit, 56 Liverpool Street, Freetown, Sierra Leone, at the Ministry of Water Resource and Sanitation, The Project Coordinator, Mustapha Sheku Gibril, Email: gibriljabba@hotmail.com&nbsp; and inspect the request for proposals document during office hours from 0900 to 1700 hours at the address given below.</p><p>6. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The request for proposals document in <strong>English</strong> may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of NLE 2,500 (Two<strong> Thousand, Five Hundred New Sierra Leones Leones <em>or in a convertible currency</em></strong><em>]</em>. The method of payment will be <strong><em>Into the Project&rsquo;s Account at the Sierra Leone Commercial Bank, Account name: Sierra Leone Water Security and WASH Access Improvement Project, Account Number: 003001172715112111. </em></strong>The document will be sent via email and hard copy.</p><p>7. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Proposals must be delivered to the address below on or before <strong>Friday, 11th September, 2026</strong> <strong>at 12pm local time</strong><em>.</em> Electronic procurement <strong><em>will not</em></strong> be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked &ldquo;ORIGINAL PROPOSAL&rdquo;, and the inner envelopes marked &ldquo;TECHNICAL PART&rdquo; will be publicly opened in the presence of the Proposers&rsquo; designated representatives and anyone who chooses to attend, at the address below.
